When this type of issue occurs, the problem that needs to be addressed is
Author’s name not tagged appropriately in the references
Complaining that there is no back matter available for this article, everything is in body text.
The article won’t move beyond the AHS stage as the “Back matter is empty” error appears when the user tries to apply house rules.
Where is the fault ?
The references should be in the back matter to tag in correct manner, if they are placed in body text, their format will not appear correctly.
In this particular case, after references, there were two boxes. The system expects an appendix, or figures/ tables after the references. The system is able to identify the references and move them to the back matter. In this particular case, the system considered everything including the references, and the two boxes as the part of Body.
Therefore, the References could not be formatted in the correct manner, and Box will not be styled correctly.

What should a Level 1 support person do if they encounter such an error?
In such a case, a person in Level 1 support should take the following steps to troubleshoot.
If any box is placed after the references, it should be moved before the references.
Do the structure content again. Boxes and references, both will be tagged correctly.
If the same thing is sent to Level 2 support in the Pre editing stage, each of the references will have to be fixed manually, if there are more references, it will take a considerable amount of time for the Level 2 support. The action mentioned in point no. 2 will help avoid this problem.

If the above mentioned steps are followed, the issue will be resolved and the following screenshot shows how the errors in the right pane will get cleared.
